leave your whiney sister at home: only kidding of course. I think your idea is a good one. NCL did this at first, one dining room was assigned for formal a couple of nights a week. Then they went to the totally formal optional and said only "jeans and tube tops" not allowed. That is how it stands now. I agree with you, although many now choose NCL because it is totally casual, there will always be those who really enjoy dressing up one or two nights.
