Well, let's just say it "might" work if they are in a very generous mood and you get the right person that really doesn't care. What you actually 'need' is something from a judge stating that the absent parent does not have any rights and you are allowed to make any and all decisions, including taking the child out of country, without his consent. That is the "Legal" way and the way it is supposed to be done by the rules. To be sure that you will not face being turned away see the Judge.
