I see that the description of PV Walking tour on Royal Caribbean consists of loading people up into a bus, and dropping them off at Gringo Gulch. I'm not that sure of what they mean by Gringo gulch, but assume it means around the plaza area near the malecon (RC mentions the malecon - the shore area at the center of the old town). The cost is $24 per person. When we go to PV we just walk to the main road outside of the terminal, and catch the local bus, which costs 8 pesos each way (about 80 cents). Take the "Plaza or Centro" bus. Get off when it reaches the old plaza. You can then do you own walking tour with whatever shopping opportunities that YOU want. Plenty of restaurants down there. If you want a more budget shopping opportunity, there are both a Walmart and Sams Club just across the highway from the terminal, which is (I assume) NOT where the walking tour bus will allow you to shop. If you do take the local bus, the return bus to catch is the "Walmart" line. You will see the destination in the window above the driver in each bus. They take US dollars, both bills and coins, and give fair change.
