The short answer to your questions is yes and yes.

Many popular tours sell out very quickly.

Booking with the cruiseline assures you some safety and virtually guarantees you a refund if it gets canceled. If you book independantly you take your chances, with your safety on the tour , with getting back to the ship on time, and with getting a refund.

The tour sellers you find off the ship may very likely be cheaper, and sometimes better than the ships tour, but you are on your own with them.
