We've never felt the need to even think about removing tips. Your automatic tips go to many
more people than the Room Steward and the dining room staff (most of whom work in the Buffet, etc., too).
If you have a problem, I'd suggest that you go to the Purser's desk and give them a chance to resolve it. If our Room Steward wasn't doing their job I'd be asking why! While I don't think they'll give you "grief" if you want to remove your tips, I'm sure they'll ask why you didn't report your problem(s) immediately
We consider the tips a part of the total cost of a cruise.
