Never considered removing tips. Your eating somewhere on the ship even if not in the dining room so keeping the tips on is the most fair way to handle it.

As other have already said, if there is a problem, get it resolved. Most of the room steward work is now done by teams so although you have one steward there are 2-3 people working on your cabin.
