Over the years I have received many bitter passenger complaints about the bad smells emanating from doggie boxes on balconies and even from out of the way areas of the ship.
And these were just from the few service animals we had onboard.

Can you imagine the odor problems and complaints if the cruise lines allowed many more people to bring their pets onboard with them?
Or how about a dog or two barking all night on your neighbor's balconies?
Will passengers ask their cabin steward to wash their doggie food and water bowls for them? Of course they will.
Your cabin steward has one dishwashing machine. Will he be washing dog dishes along with your drinking glasses? Of course he will.

I have no opinions or comments about a few service dogs on ships - even though my complaining passengers had plenty to say.
