You haven't been affected by doggie smells because:
1. You are just one passenger out of thousands on a typical ship.
2. There are not yet very many service animals on a typical ship.
Just because it has not yet affected you doesn't mean that it is not a problem.

But for those service dog owners who require a doggie box in their balcony, it really doesn't matter how many times you clean or replace it when the outside temperature is 95F. It stinks!
Is that fair for the balcony residents next door, above, and below?

We can deal with those complaints. I tell the complainers to write their Congressman.

But what happens if we allow small dogs as pets onboard and then have dozens or hundreds of these stinky balconies?
