My mom has taken my kids on cruises before,
I always get her a notarized letter just in case. She hasn't had to use it but, you never know. I have heard stories of people being turned away during embarkation because they didn't have the letter available.
It only takes a few minutes to stop at a bank and get one notarized.
So better safe than sorry.
