Kuki has a good point. No need to break the bank on flight-seeing type tours but if you're careful you can see some wonderful sights. Juneau for example you can take a bus to/from Mendenhall glacier at a pretty low cost. A must. But even if you walk the towns....get away from the shopping areas which are at the docks. Go up to museums and historical sites. There are nice places to visit within walking distance of the docks in Ketchikan, Juneau, Sitka, and Skagway. We don't gamble, drink, or buy art so our ship expenses were pretty low so I know it can be done.
