A tag was placed on the seat to indicate who it belonged to for the Crossing, and the deck staff enforced the system (in addition to providing deck blankets, tea and boullion). QE2 still had this system for deck chairs on the Sun Deck (not by the pool) when I started sailing in the late 90s.
Really not a bad idea here. 1st day of the cruise have a public auction for leases of seating around the pool and even the show lounge. What a money maker that would be. The cruise lines could then hire more staff to enforce the rules in the theater and pool side.
