It is not just customs, taxis are scarce since more & more pax are realizing a cab is a better deal that ships transfers.

Yes, that's why I've made our flights for 2:30, much later than I normally do. If it was DH and I - it would be different but it's my SIL and I'm not sure she would schlep bags like we will.
