To be clear - the captain and other officers are in charge of the logistics of something as serious as a ship eavcuation.

But it is the cruise director's responsibility to communicate with the guests and advise them on which steps to take according to the captain's direction.

An evacuation is a very complicated procedure (in fact, so few have been done there is no guidebook on how to do it), and large groups of people can get unruly. It was John's job to make sure people remained calm and cooperative - one bad apple could have had a negative effect on a lot of people.
