No: You will start the cruise with a credit balance of $300. You would pay for the OBC by credit card "before" your cruise.

It is basically "pre-paying" your tips.

It is also allowing the cruise line to hold your money for x amount of time before your cruise. Basically a short-term, no interest, loan to the cruise line.
