Steiner, as a concession, has nearly complete control over their employees. The cruise line gets involved only if an employee violates cruise line regulations or the law.

Typically Steiner withholds several months salary from each employee, threatening to keep it if the employee complains or steps out of line.

I have known many hundreds of ex-Steiner employees. ALL of them are disgruntled.
