Sure, there are always people who are doing OK. But if the OP's stats are correct, only 17% of the population has ever gone to sea. Frequent cruisers are obviously an even lower percentage. Ships are full because cruise lines generally do a good job of understanding the size of the potential market and operating accordingly.
