I am assuming HAL is taking this stand for legal/insurance reasons.
The Concordia took a lot of heat for having passengers onboard who had not been through a life-boat drill.
I think that any cruise line that can guarantee every passenger gets drilled before they sail can qualify for lower insurance and also have a better legal defense in court should anything go wrong.
