What you describe would be very rare on a Celebrity ship for formal night. They usually do enforce the no shorts in the MDR, especially on formal nights. Perhaps there was an explanation such as not getting their luggage at all. I saw that happen with a couple seated at a table next to us. I would guess what you saw was done for a reason.
