I believe, when tips are suggested, no matter what country you are from, a good idea to plan on tipping at least the suggested amounts. I think that is only fair to the workers that will be serving you throughout your cruise. Since you will not be vacationing in your country, tip what is expected for where you are going on vacation, etc.
