That would make a difference-heavy traffic.

I know we had a hotel in Dover also the night before our cruise. We were told it was 2 blocks from the train station and you could see it-all true but was not said was it was 2 blocks up a very steep hill-we caught a taxi! Even with wheeled luggage that would be too hard!
