I spent 2 weeks on an RCCL cruise in Europe and I never noticed because I never use the ATM onboard a ship.
I do know they have them on RCCL ships and I do know there's a $5.50 service fee for using it (on top of what your bank or credit card will charge). But I don't know about Euros.
What I prefer to do when traveling in Europe (more than 3 months in the last 3 years) is to use my credit card for any purchases more than about $50 and then use my debit card at ATM machines, which are all over the place. Makes it quick and easy, plus it's cheaper - again, depending on what your bank or credit card charges.
