I cannot speak for cruise ships, but I was in the Navy from 1978 to 1984 and we routinely dumped our sewage tanks to the sea once we were in international waters. It was legal and we of course didn't do it when in proximity to other vessels. We also did it in circular motion so we didn't pull any of it into other suction points such as our condenser intakes or other cooling water intakes. We also tossed trash overboard...."sweepers, now bring all trash to the stern. Puncture bags to ensure sinkage."
