Weather is something they have no control over. A mechanical failure, while they may not be able to control that either, is something that is technically "their fault". It's the same with an airline. They will not honor "rule 42" if a cancellation or delay is weather related but they must if it is mechanical.
The 50% discount on a future cruise is pretty generous.
I think Carnival is being overly generous right now because of all the problems in the last couple of months.
