Thank you! That is what they did in Cozumel and destroyed one of the best reefs that all us divers used to take our night dives on. They tried once, were rebuffed in court and then, according to the locals one late night, they just dynamited the reef. It is unfortunate, because Cozumel used to be a sleepy little town that was very traditional. We used to go diving there for a week at a time. The locals worked in the hotels, were dive masters, owned the restaurants and we mostly left the town alone when they would have their Sunday Promenades with the Duenas and whatnot.

Things have changed there a lot.
