Although I was aware that my neighbors were smoking on their balcony (could smell it and hear their HORRIBLE morning coughing fits), it didn't bother me at all. The wind whips the smoke away pretty quickly.
The cigar smoke in the closed-in Ivory Bar bothered me, but I understood the cigar smokers had a perfect right to be there. Unfortunately, our favorite jazz band played there most of the time and we would come back to our cabins reeking of cigar smoke.
You can't (or at least you shouldn't) complain about smoke when the smokers are staying within the smoking guidelines. If a smoker on the balcony bothers you *that* much you should consider an inside cabin.
