Having done both I have to say that it depends on what type of vacation you are looking for. Go on a cruise if you want to visit a lot of places, if you are with a group and if you don't mind dressing up and the go go go of so many activities. Go on an all-inclusive if your goal is to relax. If all you want is a book and some sun and you don't feel like being on the go all the time. On an all-inclusive you can also go visit sites, take tours, etc. I find an all-inclusive is more relaxing.
