At some point the ship MUST stop at a foreign port within that cruise even if it is just repositioning. As long as they have stopped in a foreign port, which a cruise from Miami to Long Beach would most likely do they are fine.
They cannot start in one US port and get off in another without the foreign stop unless they are a FLAGGED American ship which they must than pay employees by the US laws and pay taxes by US laws.
