I agree, Thomas. I think that's why you see a lot more "unclassy" people who try to bring whole kegs onboard and mysteriously don't show up on the last night in the dining room. If the advertised price were the ACTUAL price, it might cut out a few of these people (they wouldn't get the notion they could afford it in the first place.)
Edited to add: I'm not bashing poor people, I'm just saying that the unrealistically low prices make cruises appeal to certain cheapskates who therefore stiff the staff and try to get away with as much as possible. Cheapskates can be in any tax bracket.
