Tip pooling, in general, doesn't typically result in each worker getting an "equal" amount. Rather, it's used to insure all workers against the potential of unfair treatment by patrons. Superior workers would get a bigger share of the pool, and that's true regardless of whether their patrons are fair or unfair in their compensation. In places where such systems are in place, system integrity requires compliance by all members, regardless of whether the tips are charged or cash.
