I have stayed in all different cabins -- inside (first cruise), ocean view, balcony, jr. suite -- and have enjoyed every cruise. As to how much time you actually spend in the cabin will vary from person to person. I thoroughly enjoyed the balcony. On nice days, I would sit there and read and rest for a while, just enjoying the sound of the ocean. I also enjoyed watching as we came into port. At night standing out there (in my pj's) and looking at the stars. So yes, IMO, even if you are only in the cabin for a short time, it is worth it to have access to a balcony. Having said this, our next cruise is a short one and I have booked an inside cabin -- we shall see if I change my mind .
