I have rented in all of them. You need to determine first WHAT you plan to do with the car??? In Ketchikan, it is needed if you want to go hiking Preserverance trail, a drive north and south of downtown, is scenic, but if you are a first time visitor- there is plenty within walking distance that is far more interesting. In Juneau- again a walkable downtown area, you can makd several great touring stops with a car, BUT you are very limited on rentals as most do no shuttle from downtown- which will add up to $20 each way for a cab, also you will need an hour for the transfers. Rent a Wreck is the best option here, but their office closes at 6pm, they do allow late drop off for a surcharge. Skagway- excellent adventure driving the Klondike Highway- I recommend going to Emerald Lake, Yukon and return, 150 miles round trip.
