Would like any advice on whether to do the Horse Drawn Trolley Tour (only an hour) while in Victoria, BC? The Diamond Princess is ONLY there from 7pm-1130pm.
Wondering if I should just walk around on my own? How far is the pier from downtown

The horse drawn trolley is pretty good for seeing the downtown area, the clip clop sound of their hooves is a nice sound. Downtown Victoria is not very large, probably six or eight blocks square. So if you don't mind walking, you can see everything you would see by trolley and be able to stop where you want. I'm not sure if the cruise ships go to the inner harbor like the ferries do, but that is right downtown.
I second the recommendation of the Buchart Gardens. They are beautiful by day but especially at night.
The cruise ships dock at Odgen Point, a long walk to the Inner Harbor, but shuttles and cabs are available. The Inner Harbor is easily walkable, if of interest. But I would research and obtain a walking tour map to make it more worthwhile?
The cruise price of 55 $ is fair. I live here, and the Butchard gardens are lovely( and I am not even a garden type) but admission is not cheap, plus it is far out of town ( 25 mins. ) so a taxi is expsensive!
Walking into town from pier( cruise Ships DO NOT come into Inner Harbour) will waste energy and time( at least 15 to 20 minutes for a good walker, assuming you don't take a long route as the streets are curvey and confusing to others) , take a taxi , pedi cab or shuttle.
The "Tally HO "( Horse drawn carriage tour) is a nice option, and if you don't want to go to the Butchard Gardens then I would suggest you take the horse carriage tour, then just wander around Inner Harbour. The Tally Ho takes you through some areas you wouldn't have time to walk through, and through Beacon Hill Park, it is nice.
But, my number one recommendation is the Butchard Gardens.
