Was reading in a cruise guide's review of a particular cruise line, that European passengers often "flout" the lines non-smoking policy (i.e. they smoke in non-smoking ares such as the dinig room or other public areas). The guide was a few years old. So my question, is this still typical, is it confined (for the most part) to lines catering to European passengers?
