I have a question on Passport, I have never thought about this as we have always traveled on Passports. I checked the site at the state department. It says that:

On June 1, 2009, the U.S. government will implement the full requirements of the land and sea phase of WHTI. The proposed rules require most U.S. citizens entering the United States at sea or land ports of entry to have a passport, passport card, or WHTI-compliant document.
Note: The passport requirement does NOT apply to U.S. citizens traveling to or returning directly from a U.S. territory.
So are they required for a cruise from and to Jacksonville, Fl
Cruises from JAX are currently limited to the Bahamas so a passport is not required but is recommended in case of an emergency.
The special note references travel directly to or from territories such as Puerto Rico, USVI, Guam, etc.
If you dig further in to the Western Hemisphere Travel Initiative, passports will not be required for any cruise departing and returning to the same US port that visits any of the regions within the WHTI. This is of course subject to change for the 20th time since 9/11. Then you also have to consider the requirements of the country you are visiting, which are also subject to change... so I'd say make the investment and get one for those who don't have one.
