If Falmouth is peaceful, clean & organised with no aggressive pushy vendors who are little better than beggers & polite respectful cab drivers who charge transparent prices displayed in both currencies, if they clamp down on people selling drugs & can do this while retaining some character it should be fine. I think Jamaica is one of the places that ships stop that you could get into serious trouble.

It really is a shame that there is so many pushy venders, cab drivers, etc. in Jamaica. It is a beautiful island and would be visited more if cruisers felt more welcome and not bothered by these people..
This line struck me..."boorish behaviour of bus and taxi operators"
On my first time there, we decided to leave a tour at the shopping mall,and not continue on to Dunns River Fallls. Once off the bus, the guide chased us down, and wanted her tip....very agressive,and not well received

We have been twice, once for 2 weeks as an add on to Florida, we hated it in Ochos Rios, couldn't move for pushy vendors.. beach, town, the falls, out side the hotel, it got to the stage we were concerned about going out at all. Even the tour rep said don't hire a car!
Negril was lovely when we went for a day trip off a cruise. But we were advised not to go to Mo'bay alone.

i really hope this works out. we love Jamaica, have been there 3 times, first time was honeymoon, then 2 cruises, if you book a ships tour, go to a reputable hotel, book a reputable local tour guide and use the taxi companies that the cruise ships allow into the gated area and don't vary from that you would be just fine
