Over on this side of the water, it (the RNLI) is pretty much a charitable organisation. I was lucky enough to be invited for lunch at one of their award ceremonies back in 2008 & got chatting to some of their decision makers, and when it came ot funds they said that the "didn't want to have government funding, as that would give the government the say over how they operate, and that wouldn't be a good thing".
I was surprised, but realised it made sense to let the people who know what they are doing get opn with the business rather than tying them up in red tape.
Not sure what the position is today, but the government do seem to be 'helping' streamline their operations
