It really is a personal choice. Some people just want the balcony because of the big glass doors and it affords a more open environment even if they can't use it due to weather. It also depends on your budget and whether it's really worth it to you, keeping in mind that the size between a balcony and an oceanview is relatively the same, and once you leave the cabin, everything is equal.
Since we travel alot and it's more important for us to go on the cruise than the type of cabin, we'll give up the balcony and do an inside cabin so we can cruise more often. Plus, it leaves us more money to do things in port. But others only travel once a year and it's more important for them to get a balcony or even a junior suite to make the whole experience more special.
Having a balcony that you can't use can often be money spent wisely or not. Just depends on what you want.
