Default Why Can't the Windows Open???

Hi all - a question I hope you can either answer or give me a reference for a ship designer or engineer who can. Why can't ships be designed so that at least part of the windows of ouside cabins (especially on upper decks of course) open? I don't need a balcony -- just to be able to sleep with an open window -- sounds and smells of the sea...............Thanks
