Default Crew to Passenger Ratios

We are doing a case study on the economics of cruising. If you have 1000 passenger's on board, how many staff person's will you need to service them?

Are there any cases where the number of staff, exceed the number of passenger's on board when a cruise is booked at capacity?

If you go see the stats of a ship on any of the cruise's websites, you will see exactly how many passengers the ship accommodates and the number of staff on the ship. Good luck!
