Best time to cruise the Baltic or northern europe

We are in the process of planning a capitals of Northern Europe Cruise. Could you please tell me th best time to travel, weather wise?

July or August ONLY. Some cruise lines try to start in May. Last year NCL had to change the cruise from Baltic to North Sea because of ICE.
