As PapaBill said there will be no problem on the boat or in the port area. You will be cruising the Mexican Riviera, which is not known for severe mosquito problems. If you are planning any excursions inland it may be worth it to take some repellent with you. The farther inland you go the greater the chance you will have of encountering mosquitoes.
The only mosquito repellent that has been proved to repel mosquitoes is Deet. The higher the concentration the better the repellent action.

not on the boat, not at the beach and not in most towns, you may encounter mosquitos if you are doing a rainforest type tour. Be careful about bringing any kind of repellent, they are really strict about using ecological friendly products at alot of places.
There can be mosquitos and expect them at dusk if walking around in port. Take some bug spray or lotion. I took a 4 day land vacation in Cozumel a couple of years ago and they locals said it was unusual...but the mosquitos were so thick and hungry, we had to go to a pharmacy and got some perscription, industrial strenght stuff that we had to pour out and spash on....we still had to go inside as it wasn't good enough. It's not typically that bad though. There are no bugs while out in the ocean - it's great!
