I can't speak for Carnival Victory specifically, but every ship I've been on has plenty of storage under the bed. You can easily slide a pullman or garment bag under them. If you have some bulky piece of luggage that won't fit there, your cabin steward should be able to store it elsewhere.
I've cruised on RCI, HAL, and Princess, and have toured Carnival. All have plenty of storage under the bed.

If your luggage isn't fitting under the bed, just lift the bed - the lip of the frame can keep it from sliding under.

Luggage can be stored under the bed and if a piece of luggage is too large your cabin steward can store it for you until the end of the cruise. The steward will bring it back to you on the last night so you can pack it for the trip home. If you need it before then, just ask the steward.
