Sounds like a great idea but very problematic to make happen.

One would have to attend the meeting and arrange to join a table with those at the meeting. Thats providing there are no other tablemates at that table.

I don't think the ship could "mark" pax as FOB and "segregate them to their own tables.

Planning ahead of time to request a table for two or whatever so as to minimize the presence of drinkers at your table could be done.

On Healds blog many folks ask him to pass along a request for a certain table.

That's right, FOP is am anonymous program, so the cruise line has no way of knowing who those people are. But wjhat you CAN do is go to the first FOB meeting, meet your fellow FOBs and make arrangements for all to meet in the anytime dining room at a preset time every night.

Some people may not want to take their FOB affiliation that far, but many are very friendly, I hear. It's a good reason to get cabin numbers so you can call them if you need to talk to someone.
