What is the vip section on the spa decks of Carnival Dream, and who is eligible to use it?

I am not sure what you mean, unless you are talking about Spa cabins.

If you book into the Spa Stateroom category you have access to the "thermal suite" of rain showers, saunas, a thelassotherapy hot tub, etc.

It iis a very nice thing to have on a cruise, but you don't have to book a Spa Stateroom to have access, anyone can pay for access by the day or the cruise.

On the Deck Plans for Carnival Dream it shows a section that says VIP couples and one that said VIP on deck 14 Sun. Are those areas for those who book in the Spa suites?
