Smile Foregion ports

I was reading some other posts and they were talking about the jones act and how ships that disembark fromm the U.s have to vist aforegion port. And that closed loop cruises have to start and end the same port. Iwas just wondering what the reason behind this was? Must have something to do with$$$ March 26 14 day Hawaii Sapphire prince (YAAAAAAAAAA)
