Because the law also says the a Cruise Line cannot willingly break the PVSA. Allowing a person to just pay the $300 for a B2B is willingly breaking the law. Things happen that the PVSA does get broken, illness, weather, etc. but no cruise line is going to turn a blind eye to it.

As in the case Paul stated above, Carnival will catch it..might take a while and the people might be peeved if they've bought air but it will be caught and they'll have to cancel one of the legs if the cruise ends in a US port.

But I couldn't find anywhere that says anything about a penalty if they do 'willingly' break the law. Sort of like what Congress does all the time.

And speaking of Congress, the law is antiquated and needs to be re-written or done away with. It was passed at a time when they needed it, but it's not needed anymore. I don't understand why Congress is so against changing/modifying the existing law or doing away with it altogether.

I will look later but I know I've read that if they are found to have willingly broke the law they can be banned from ALL US ports. Can you imagine how devasting that would be to a cruise line?

And I'm not sure they want it re-written. Last time it was looked at it was to strengthen it, not do away with it....and that just opens a whole can of worms about US legislation and US labour laws that I'm not sure Cruise Ships want any part of.
