How come cruise ships leaving Miami can stop at Key West??

I think the Jones Act is for cargo & the PVSA is for people

in any case they are not letting people disembark there so it is not against the rules

A cruise Miami to Key west would be illegal. The trick is they don't end there and they must visit a foreign port before returning to the US.

Miami - Key West = no
Miami - Key West - Miami = no
Miami - Key West - Mexico - Miami = yes
