What is the liquor allowance?

We are planning on bringing back a bit of liquor for gifts on our next cruise (San Juan, St Thomas, St Maarten). I am slightly confused because I have read conflicting reports. Here are my points of confusion

- I read that in St Thomas you can bring back 5 liters but one liter of local liquor. Is this true for all the islands?

- If we bring back more than allowed are we then just taxed on that excess? If so how much how much?

I'll let others who may know better answer the "lawful" aspects of how much. I have also been told I can bring back 5 Liters per person.

there are some good ideas on packing the liquor, etc. so it survives all of the handlers/portes etc.

The site and message board is a great resource for the USVI because it is 90% locals.
