Default 11x17 Carry-ons?

I understand that the limit for carry-ons is now 11x17 to fit through the scanners at the docks... my question is, what is the third dimension? Does that mean that if you lay a typical 22" long rolling carry-on on it's back, and as long as it is less than 17" wide and 11" high then it will be acceptable? Thanks if anyone can help me to understand!

Yes, when you lay it down to go through the scanner as long as it is no more than 17" wide and 11 inches deep it will be fine.
