Default Tampa--Long term handicap parking?

The past two Carnival cruises I have taken have been from the port of Miami. The fee for the parking garage was waived by the Port Authority. This year I will be leaving from Tampa, and was wondering if the Port Authority there did the same thing. Does anyone know about this?
